I think what he's saying is ultimately you can only control the people so much.
Government relies on people governing themselves and really that situation can be replaced with any instance of people blatantly ignoring the law to do what they want to do.
Especially like this case when they're already in prison which shows they could give a fvck about laws in the first place.
