Afraid of retribution economically I would say. Knowing that if you speak out against racism there is a good chance you could lose your job and possibly other comforts of life can be scary especially given the fact that in a lot of instances you can't count on blacks to hire you or support you if that were to happen. This is why once again group economics is so important to us in that we won't feel the need to censor ourselves when we see racism/white supremacy taking place. We can support each other emotionally and financially if there were any fallout.
