Truman integrated the armed forces, and besides the Marshall plan and containment I don’t see how he was bad. The Cold War would have started and happened if he was president or not.
I don’t see how OP ranks him as second worst
The Marshall Plan was to prevent Western Europe, that was broke after WWII ended, to go under Communist rule.
It (whether knowingly or not) kickstarted the perpetual military industrial complex that we have today.
Europe has faired well because of it though so the Marshall plan is net neutral at worst.

It also helped turn the US into a superpower after the war. I'd say the investment of the Marshall plan is a net positive. He's not the best President but at the end of the day, the country was better after him than it was before
