Pro wrestling is performance simulated combat so it's one in the same... Being better "in ring" or more technical is just one aspect of the performance.... If you give in-ring to Steamboat , which most would agree with, that's 1 point.... Then you give one point to the Rock for mic skills/promos etc then go down the list with other performance criteria etc such as impact, legacy, feuds
