even the joker/barbara scene was seriously tame

The real major flaw is as much as the killing joke is hyped up as being great due to the long term consequences and joker's origin. It's a dark comic that's not easy tv viewing. It's dark, crazy, and was short. Even the end seems out of place and that's exactly how Moore wrote it.
