“Barebones” desktops come mostly pre-assembled to take some of the more tedious parts of building out of the equation. They come with a case, motherboard, PSU, and ports all installed and pre-cabled. You only have to add a compatible gpu, cpu/processor, ram sticks, and an SSD or two.
The only cons about these are that the motherboards are limited to certain Generations of Intel or AMD processors (3000, 5000, 7000, 8000 or 9000 or 12th, 13th, 14th). Also some of the cases make it hard to install an extra HDD or CD/DVD drive. You also have to separately buy a windows OS, which is usually like $100.
The Kits run from like $150-$279 right now, during the sales. I used it as an opportunity to upgrade to a new home office/school/gaming computer relatively cheap and try out some AMD products. Some kits are already sold out but there’s still some good ones left if you’re interested
