When your movies make 2 billion, you can afford them to be.

But like the article says, Cameron's shooting the two sequels back to back which means it falls under one production and that saves a lot of unnecessary costs (see the original LotR trilogy).

Still, the big stickler here is that it requires a projection system I suspect not many theaters will have even by 2020. The big question here is if Cameron for all of his influence can push theaters to make that switch.
