A former Atlanta police officer is accused of fatally shooting a Lyft driver this week, and afterward he reportedly told a witness he believed the driver was kidnapping him, according to an arrest warrant affidavit.

Union City Police arrested Atlanta police officer Koby Minor Wednesday, according to a news release from the Atlanta Police Department. Minor resigned from the department later that day.

Minor was charged with murder and aggravated assault after shooting his Lyft driver, a release from the Union City Police Department said.

The Lyft driver was identified by authorities as Reginald Folks and was pronounced dead at the scene. The affidavit said he was shot in the head.

“Our hearts are with Mr. Folks’ loved ones as they confront this unspeakable tragedy, and we have reached out to offer our support during this difficult time,” Lyft said in a statement shared with CNN. “We stand ready to assist law enforcement with any investigation and have permanently banned the rider’s account from the Lyft community.”

A passerby who saw Minor waving his hand on the side of Stonewall Tell Road in Union City called police, the affidavit said.

Minor told the passerby he believed he was getting kidnapped by Folks, according to the affidavit.

Minor recounted to police he had gotten in the Lyft after leaving another police officer’s home that evening. He told officers Folks was talking on the phone through his car’s Bluetooth in an unknown language and Minor said he “heard what he thought was another voice in his ear talking to him but did not say what the voice said.”

Minor told police he then asked Folks to stop the car but he continued to drive. When they came to a red light, Minor tried to unlock and open the door but he could not get the door open.

He then added Folks turned around and attempted to reach in the back seat, which is when Minor shot him. He fired approximately three shots, broke the window of the vehicle, and exited.

Minor is being held in Fulton County Jail.

CNN has been unable to determine if Minor has obtained legal representation.

The Atlanta Police Department hired Minor in 2018 and was on unpaid administrative leave during the time of his arrest this week, the department statement said. He was previously arrested in Milton in December 2023, and he was relieved of his department-issued firearm as a result, according to the statement, which did not specify the nature of that arrest.

Amother is left with a hole in her heart after her son, a Lyft driver, was gunned down allegedly by a former Atlanta Police officer while giving him a ride home earlier this week.

Early Wednesday morning, Union City Police officers responded to Stonewall Tell Road and found Reginald Folks, 35, dead from a gunshot wound. Police said Koby Minor, an Atlanta Police officer on administrative leave, allegedly shot Minor while giving him a Lyft ride to his residence. It's unclear why Minor targeted Folks.

Minor was arrested by the Union City Police Department on May 15 and submitted his resignation to the Atlanta Police Department the same day. APD said he was already on leave due to a separate case.

11Alive spoke to the victim's mother, Marchelle Folks, who currently lives in Delaware. She is still trying to understand why the tragedy happened to such a good person.

"[I'm] very proud of the man he became. Everywhere I went, people met him and enjoyed him. He always ran into people that he knew," she said. "He was a friendly guy, very social. Reggie was pretty much the life of the party."

Folks said her son, whom she calls Reggie, moved to Atlanta from New Jersey around 12 years ago to attend Clark Atlanta University, and the rest was history.

"He loved Atlanta," Folks recalled.

She says she last spoke to her son this past Sunday, on Mother's Day. She also said the family is taking his death hard, especially his younger brother, whom he was extremely close to.

"He was my oldest, 35," she said. "I just talked to him on Mother's Day, and he had just talked to his brother for three hours... We are heartbroken about the entire thing."

She said Reggie had recently started professional wrestling and "truly loved it." He would travel to nearby states to compete, but he was driving Lyft on the side for extra money.

Lyft previously told 11Alive that they have contacted Folks' loved ones to offer support during this time.

"We stand ready to assist law enforcement with any investigation and have permanently banned the rider’s account from the Lyft community," a Lyft spokesperson said

The shooting remains under investigation, according to the Atlanta Police Department.

That sounds like some shyt the dude made up. I'm wondering if he knew the Lyft driver and had some sort of grudge over a woman or a dude (it's Atlanta). Based on the OP that shyt ain't adding up

Bet he could have passed the psyche evaluation when he got the gun but not when he used it.

Can't predict crazy. The idea that everyone should have access to guns is nutty. Most people are not fit to own one. Most not some....
