From what I read, their dam collapsed
The Water went over the top of the lake lure dam. If it collapsed things would've been much worse. Very lucky that it didn't do so.
Apparently at the time the dam was built with concrete on the Water side and packed earth on the other side. The overtopping could wash away the packed earth leading the water on the dam side to press on the walls until it collapsed. The storm seems to have stopped or moved and that saved tons of lives.

It is indeed paradoxical. Instead the mountains concentrated the damage because of the nature of where people can live on the mountains.I'm still confused how the mountains didn't protect these towns from that level of damage
that and the dams were completely overpowered. These places are within the smokies and appalachain mountain ranges so when the rain falls its only has one place to go, and if the rivers are already full, the landscape becomes a river.
