No it's a combo of things such a drive, goals, catching the right break at the right time. It a lot of lazy dudes who didn't put forth the effort to make it. There are numerous reasons and situations, everybody has a story.

There are cats out there that are playing the typical hood cat role in and out of jail or in gangs that are very talented. No GM wants to touch that.
When i lived in Miami i used to play at Cagni park on 135th street. There was this dude out there who i swear was as good as Iverson but did so much drugs it was a lost cause according to people.
