I'm not going to watch that video but if you think you can't get fukked over a dime bag in the suburbs when in the city all they would do is throw it away and send you on your way then you're insane.
I live in Philly, if I get stopped here with a gram or something there is a good chance that I won't even get a ticket. 
However, if I get stopped in Abington or Lower Moreland (the suburbs right outside of Philadelphia) you best believe I'm getting fukked in the worst way possible. This is tried and true and proven time and time again.
