yes, it can be written really easily using a third party sms gateway and a free phone number. the only thing is that you wont be able to actually SMS bomb thousands of texts per minute as providers usuallyt have a limit on texts/time slice to prevent that kind of thing

but you can automate a script to send lets say 5 texts every 15 minutes or so with no problem
