when i started i was skinny fat and decided to bulk, terrible idea and i looked like a bloated piece of shyt.

I cut without using weights just cardio and i lost alot of muscle but still have belly fat and lower back fat

That's the thing about bulking, it's easy to gain ALOT of fat if you don't workout enough to counterbalance the weight-gain. I'm still in my bulking phase, and I'm debating whether I'm big enough or not, so I can begin my cut. I got love handles also.

That's your problem, there's tons of resistance training you can do to help make the cut easier and also make your abdominal muscles more defined e.g. The external obliques which will come right underneath your love handles.

Start getting back into compound exercises like squats and deads and throw in high rep Russian twists or torso twists
