For RIAA you have to make an application for certification so theoretically u can have millions sold like say Adele and if the distribution company or record label don't submit that application, there will be no certifications given.

Teflon Don is certified Gold. I highly doubt they'd certify a new album but leave out the one before it. Especially an an album like deeper than rap that had the full def jam marketing team behind it.
