To be fair that's a good thing for America. It's losing its hold on chip manufacturing. Taiwan is leading and China is coming up. The current chip shortage should be an indicator of why this is important.
Chip manufacturering is not an easy thing it requires a lot of money for R&D in order to stay competitive.

for example stuff like this is helping upstate ny out and energizing the economy there and I'm assuming hundreds of the other places it's happening in as well

we also need a fallback plan if something happens to Taiwan right or do we want to end up like Russia?

There's plenty of other foundries. They're not as good as TSMC, but they do exist. Some like Samsung race to complete a design but are otherwise capable, and others like Intel try to stifle and are on the wrong side of things like ARM because they want to keep milking the current state.

The only real concern is said lead from TSMC being Chinese only, disrupting current contracts and losing resources that will need to be reacquired for other places to fab. Lots of money lost. But, there would still be choices.

Anyways, the amount of money doesn't bother me so much, because research and development is veeeery costly. They just need to prove the money was well spent. We don't want another Motorola, or a shorter extent Intel. It needs to work out.

Great idea but it will take a while. Even if you broke ground today these etching machines have lead times over a year or more so getting online is 2024 best case at this point. But better late than never.
