It's all about the profits tho. They do it like that because they need to sell travel packages for the event. So they bundle all 4 shows together knowing people will buy. They only do packages for the main 4 so that's why it's in the same city like that. NXT could be at a smaller venue but then you lose out on sales from non package guests and not just on ticket sales even.

For ever thing accept mania I agree. The people that live in these wrestlemania cities get to have NXT, Mania, and that RAW all back to back.

But on the other hand, I would imagine the wrestlers love not having to be on the road for like a week straight, even if it is a hotel. More down time to chill and fukk around for a few extra hours.
