I think we as fans get understandably attached to some wrestlers and want them to have a memorable title run. But most wrestlers don't see it that way.
Finn is 42 years old and has already been in WWE for a decade, with a World Title win and apox. a two year run as a main act in one of the company's brands. That's an incredibly successful run as it is. If you are WWE, you pay him to stay because he's a perfect utility player, he even went back and worked NXT for fukk sakes. Plug him in any spot and he'll produce. If the necessity arrives that you need him to fill in a world champ role (at this point, injuries or a final nostalgia run would be the only options), you do it. But at the end of the day, they don't need him for that specific role, they want him because of how useful he is.
Not that different from Dolph to be honest (regardless of how anyone thinks who is better as a wrestler, I'm talking from a business perspective), you keep those guys until they become too redundant and too expensive. Shit, this is probably Balor's last big contract with the E' so it makes complete sense he takes it
