Because in 2012 it was a same-place/standings game (NFC West at NFC South) based on how each team finished in 2011 (1st place) and in 2013, the NFC West and NFC South will face each other in inter-divisional play, and the last time the divisions faced each other in 2010 the Saints were at the 49ers, so in 2013 the rotation will be the opposite.
