Never saw this coming as a phase but its still in effect. Was just at a BBQ and the kids were battling each other with this quasi gay nonsense. The kids at the park./Recreation center where my step daughters play ball stay doing that dance....The Shmoney Dance didnt even last a year.

the Backpack kid went viral when he did that dance on Katy Perrys SNL set last year. The gay aura of it comes from the fact that Katy Perry had a bunch of cross dressers on her set and then this backpack kid comes out and does the dance posted in OP.
