That's the color of his costume. I kinda wish they went with the loose fitting classic costume.
I think it looks fine. Levi's neck is thin so it makes the muscle suit stick out more.

But the thing about Marvel's suit is that it's from the imagination of a 10 year old (or however old Billy is in the movie).

The costume doesn't need to be so cartoonishly red and cotton looking.
