My PS4 PRO wont allow me to watch 4K content via youtube app

is anyone else having this issue, and does anyone know why this is happening. the tv tells me its outputting 4k, the ps4 even says its outputting in 4K, but the highest option i have to view youtube video is 1080p

ive clicked on the 4k tab, and its showing 4k videos, even says 4k before i select the video, but once i select the video it no longer says 4k and says HD
