Compton’s Measure B: How district elections could change ‘racially polarized’ voting | Multi-American

A measure in Compton that came out of a lawsuit seeking greater political representation for Latinos in the city passed by a clear margin in yesterday’s California primary election. And while there’s no guarantee it will boost voter turnout in city elections, it’s worth taking a look at some of the changes to come.

The 2010 lawsuit, which claimed a pattern of racially polarized voting, landed Compton in the national news. The problems it alleged were seen as symbolic of the cultural and political struggles that have ensued in formerly black regions of Los Angeles County that are now predominantly Latino, including neighboring Lynwood. In Compton, formerly majority black, the population is now two-thirds Latino.

The back story: In December 2010, three Latina residents sued the city under the 2001 California Voting Rights Act, claiming that Compton’s at-large city elections violated Latinos’ civil rights by diluting their voting power. Although the city is majority Latino, city council members have traditionally been black, and Latinos have historically had trouble winning elected office. (One sticking point in the lawsuit, as plaintiffs argued the lack of Latino representation, was the racial identity of a council member elected in 2011 who is of black and Spanish ancestry.)

A settlement in February led to Compton Measure B being placed on the June ballot; the measure passed yesterday by a margin of more than 1,000 votes, with 100 percent of precincts reporting. So how will this change the way Compton votes? Critics of at-large voting say that system dilutes representation, while district-restricted voting places more attention on particular neighborhoods and gives new candidates a better chance of winning.

At-Large

All at-large members are elected to serve the same constituency, which is the population of the city as a whole. At-large election proponents favor having council members elected by the entire city because:

Council members in an at-large system can be more impartial, rise above the limited perspective of a single district and concern themselves with the problems of the whole community.
Vote trading between councilmembers is minimized.
Better-qualified individuals are elected to the council because the candidate pool is larger.

However, at-large elections can weaken the representation of particular groups, especially if the group does not have a citywide base of operations or is an ethnic or racial group concentrated in a specific ward.

How are their votes diluted by at-large elections if they are the city's majority? If anything the black community should be able to make that claim.

If I understand it correctly.

Although the city of Compton is now majority Latino, the city council members are still and have traditionally been black, and Latinos have historically had trouble winning elected office.

Basically, their saying yeah black people were the majority in Compton at one point but now Hispanics are and they want to control the politics in the city.

This is a good example of how black people can lose political power across the country if hispanics continue to reproduce faster than black people in those communities.

This is why population and numbers mean everything... not only in self defense but also in political power.

The Democrats tricked black people to have mass abortions for the past 30 years now you're starting to see the effects. people with higher birth rates will replace you(Asians and Hispanics)push you out.we were stupid enough to go along and abort over 16 million black babies since 1972 and now we see this huge demographic shift and cities where black people have high abortion rates.

From any outside forces that wish to cause Black people harm in any state city or region. You think racist white groups or Hispanic groups wouldn't attack black people if they believe there won't be any repercussions?

Do you honestly think black people would have had over 16 million abortions for the past 30 years if we knew it would cause a demographic shift and a total political change in the year 2013? If black people knew the face of their neighborhoods would change due to abortion 30 years ago I don't think we would have embraced it as much as we did.

Idiots like you are the reason why black people will remain a minority in America.

If the 16 million aborted black babies since 1973 were still here they would have had children by now their children would of had children by now. so instead of there being only 41 million black people in America there would have been over 85 to 90 million if it wasn't for those 16 million aborted babies.

Yes having broken borders does contribute to the increase in numbers however the African American pregnancy rate alone is higher than Hispanics even if you combine the native born with the illegal pregnancies.

The only difference is more of them carry their pregnancies to term while bloack people will abort their pregnancy

There are 50 million (legal) hispanics. in the US
And an estimated 7 to 20 million illegal immigrants. 11 million as of 2007
