Drake never had stimulus package. He's obviously an artist with a good A&R esque team behind him. He hops on songs that he knows will be the next big thing so that when the artist/song blows up, he's associated with it. It's not a bad thing and hov does the same thing(not on the level as Drake though). A stimulus package would be something like what Ye gave to Twista(overnight celebrity and slow jamz) or Jay(Izzo, Lucifer, shyt BP1 in general, Kingdom come, blueprint 3, WTT, MCHG and the whole artsy Basquiat obsession with European fashion and art stuff that Ye gave Jay.
