u talking about assonance breh yeah they have the same syllable sound but the consonants are different.
in a perfect rhyme the syllable sound got to be the same same with consonants all of it has to match exactly.

I count assonance as rhyming
i guess to me slant rhyming is rhyming not just the same syllable sound but having similar conosnants as well.
assonance is just rhyming the same syllable sound that's not rhyming to me imo
